- Remove cross-compiler installation for CPU build, as we use a native aarch64 runner
- Limit CUDA aarch64 build targets to sm75, sm80, sm90, sm100.
- Add Linux aarch64 CPU-only build and tests to nightly CI workflow.
- Add Linux aarch64 CUDA build to nightly CI workflow. We don't have an aarch64 GPU runner yet, but I've tested manually on an AWS g5g instance (Graviton2 + T4).
